Overview

Laws

are universal across the government and affecting all citizens under that government's rule.
  • PaxLair Statehood Laws are enacted into power solely by the Governor of PaxLair (and previous Mayors of PaxLair before it became a Statehood). The Governor may also amend these laws.
  • Laws of the cities of PaxLair are enacted into power solely by the Mayor of a particular city (and previous Viceroys before PaxLair became a Statehood). The Mayor of that city may also amend those laws. Such laws may not conflict with PaxLair Statehood laws or decrees.

Decrees

are short- or long-term declarations by the governor or mayors, usually for very specific purposes. Decrees may not conflict with superior laws and decrees.

Aggression Law

PaxLair is a Community of Peace. Consensual fighting, sparring, and dueling are permitted within the bounds of Arenas. Activity in the Arenas is to be respected by observers, i.e., the observers do not interfere with a duel (loot, attack aggressors, etc.) except at the request or acceptance of both dueling parties.
  • Amended September 4, 2006 to say Community instead of City, and Arenas instead of PaxLair Arena.

Thief Law

PaxLair is a Community of Respect. Consensual snooping and stealing from people's backpacks or pack animals are only allowed within the Arenas, and only with the consent of the person being snooped or stolen from.

Neutrality Law

PaxLair is a Community of Neutrality. People or groups coming to PaxLair in the spirit of Neutrality will not be attacked, stolen from or banned unless they violate PaxLair's laws, are considered untrustworthy, or have been declared criminals of the Community.

  • Amended June 21, 2004 to include the "untrustworthy" clause.

Immediate Justice Law

PaxLair is a Community of Simplicity. Justice may be immediately served against those who break the laws.

Proprietorship Law

PaxLair is a Community of Shops. The Proprietor of a PaxLair establishment may add additional regulations for their shop. However, their regulations must not conflict with PaxLair Laws.

Decrees Law

PaxLair is a Community of Open Defense. Groups and people supporting defense of laws and carrying out sentences of the Court may attack or steal from a criminal of the Community. This may continue until that criminal declares peace and demonstrates such over a period of time.

Defenders Law

PaxLair is a Community of Communities. Defenders of PaxLair are not obligated to protect greys and reds who have committed criminal acts in other locations.

Exclusion by Distrust Law

Paxlair is a Community. Known persons or groups that are a dividing force in the furtherance of the community may be declared untrustworthy by the Governor. Persons or groups that are not trustworthy will not be permitted to access buildings, message centers, or various PaxLair services as deemed necessary. Distrusted status may only be removed by the Governor. Distrusted parties are not protected by the Neutrality Law.

PaxLair Statehood

I, Winfield, Mayor of PaxLair, do hereby Declare:
On January 14th, 2007, the PaxLair Community will officially become known as the PaxLair Statehood. The use of the name "PaxLair" when standing alone will refer to the PaxLair Statehood. PaxLair will be a Statehood of specific Cities, Towns, and Outposts.

PaxLair Governor

I, Winfield, Mayor of PaxLair, do hereby Declare:
On January 14th, 2007, the PaxLair Statehood will be led by the Governor of PaxLair. The title "Mayor of PaxLair" will no longer be used.

Mayors of Cities of PaxLair

I, Winfield, Mayor of PaxLair, do hereby Declare:
Between January 14th and January 19th, 2007, the Viceroys of the current PaxLair Cities will take oaths and each will be granted the title of Mayor for each of their Cities. Henceforth, all future Cities of the PaxLair Statehood will be led by Mayors. Mayors are appointed solely by the Governor of PaxLair. Towns will be led by Viceroys under the guidance of the Governor of PaxLair or specific City Mayors. Outposts will be led by an official with appropriate title as decided by the Governor of PaxLair or City Mayors for each particular Outpost.

For added clarity, the Statehood structure with titles is generally as follows:
    • Statehood - Governor
    • Cities - Mayors
    • Towns - Viceroys
    • Outposts - appropriate titles
Note: Towns are not full sized cities, but might grow into cities.

Orc Holiday: January 14th

I, Minsk Dawn-Cimber, Mayor of PaxLair, do hereby Declare:
The day, January 14th, is an official PaxLair holiday each year as a tribute to the Kaar Barashalu Orc Clan and their orcs in honor to their Wargod.

Sacred Orc Grounds in PaxLair

I, Minsk Dawn-Cimber, Mayor of PaxLair, do hereby Decree:
The Orcish Ruins and the Temple of the Wargod are sacred grounds within PaxLair. It is a crime to desecrate these holy places of the orcs. Peace must be maintained as a true course of our peoples within this city.

PaxLair Anniversary

I, Minsk Dawn-Cimber, Mayor of PaxLair, do hereby Declare:
January 19th, 2003, as a day of celebration in PaxLair to honor the city, citizens, friends, and visitors for successfully seeing PaxLair through its fifth year. PaxLair was founded on January 19, 1998.

January 19th of each year (the official PaxLair Anniversary date), and the number of days prior to January 19th equal to the number of Cities in the PaxLair Statehood at the time, are official days of celebration.

Use of NPC Mercenaries

I, Minsk Dawn-Cimber, Mayor of PaxLair, do hereby Decree:
As long as murderers continue to raid the City of PaxLair, (NPC) mercenaries will remain to protect the city at appointed times. Anyone killing, or stealing from the (NPC) mercenaries within the city limits of PaxLair shall be declared a Criminal of the City and dealt with accordingly. An effort will be made to protect role-playing murderers when possible.

Invoking Decree of Distrust on the Army of the Thieves - (Rescinded)

I, Minsk Dawn-Cimber, Mayor of PaxLair, do hereby Decree:
Do hereby invoke the decree of distrust against the guild of Army of Thieves. They are to be banned from all Paxlair buildings. I do not encourage you to attack them but if you wish, Paxlair will not condemn you for such actions. Let your morals guide you in this matter.
